Allow Mobile Vulgus on neutral Italia.
Track adjustments to Italia support level explicitly as we can no longer
unconditionally recalculate the support level when it is neutral.
TODO: When occupying pretender capitals, the governor is temporarily
replaced with a neutral governor before placing a player governor.
During this window, the Italia support may (incorrectly) drop to 0 and
reset italia's support level if it has been reduced by Mobile Vulgus.
